In 2009 UEFA introduced a three-step protocol to fight the challenge football faces in eradicating racism, and the protocol came into effect for the first-time during England’s 6-0 win over Bulgaria.
Speaking after the abhorrent scenes, Harry Kane questioned UEFA’s strategy. “Whether UEFA protocol is strong enough I’m not sure,” he said. “It is unacceptable to be racist once so I feel there can be stronger punishments.”
Is UEFA’s three-step protocol enough or should they be doing more?
